The problem about icons that link me to other panel

Hi,
I want to make some icons on the panel that link me to another panel. I can make the icons in the html page, but could not able to find how to put it on the panel. May be if anybody dont understand my question, then u may ask more information you need.
Do i can use render function or what.

Please so me the way.

Do you mean that you are able to put some "icons" images in a standard html page but you don't know how to create the same icons inside a panel body?

Yes you are right i dont know how to create icons inside the body of the panel. If you can give me some sample code or show me which method i have to use.
