Set default scrollposition of timefield to e.g. 9:00?

Is it possible to set the default scrollposition of the timefield to a different time than 00:00?

When the user clicks on the dropdown-button of the timefield, I would like to have to scrollposition set to e.g. 9:00. Then, if the user would like to select an earlier time, he can scroll upwards.

I can't see a config option for this behaviour. Am I missing something or is there a different solution for this?

you could set the initial value to 9:00 in the timefield config 'value'.

Unfortunatly, this is not what I mean. I would like to keep the field empty but set the scrollposition automatically to a given time (e.g. 9:00).
(Furthermore, setting the value to 9:00 doesn't affect the scrollposition after clicking)
