Dynamic localization ( eval(response.responseText); is not working ).

I am trying to implement dynamic localization, in sample i found " eval(response.responseText);" after loading appropriate locale specific js file. Why we are using this method and where it is defined??
any dependency before calling this method????

eval it's a native javascript function: http://www.w3schools.com/jsref/jsref_eval.asp, no dependency needed.
