ux.center layout works in 4.02a; broken in 4.06?

Greetings All,

I've built a centered layout (ux.center) using 4.02a. When I replace Ext 4.02a with 4.06 or above, my panels in the viewport justify left. Anyone else see this same behavior? Is this a bug that should be reported?

Looks like it is broken in 4.0.6 but is working in 4.0.7
