Toggle Theme Issue

I noticed on "Hello World" dialog example Toggle Theme is not working

That is correct. For the 0.40 release, the theming process has been completely reworked. Additionally, some of the themes have different padding and/or margins on some elements which completely throw off the positioning of things if a theme is applied programmatically like that. However, the upside is that theming is actually much simpler to do now (simply include a theme-specific CSS file after the main yui-ext.css file).
