Ext.onReady(function() {
var
windowBar = Ext.create("Ext.toolbar.Toolbar", {
flex: 1,
items: [ " " ],
layout: {
overflowHandler: "Scroller"
},
border: 0
}),
taskBar = Ext.create("Ext.toolbar.Toolbar", {
items: [{
text: "add",
handler: function(btn, e) {
if(typeof windowBar.buttonNo==="undefined")
windowBar.buttonNo=0;

windowBar.add(Ext.create("Ext.button.Button", { text: "button# "+windowBar.buttonNo++ }));
}
}, {
xtype: "splitter",
html: " ",
height: 14,
width: 2,
cls: "x-toolbar-separator x-toolbar-separator-horizontal"
},
windowBar
],
renderTo: Ext.getBody()
});
});

windowBar has got border (http://docs.sencha.com/ext-js/4-0/#!/api/Ext.toolbar.Toolbar-cfg-border).

P.S. ExtJS 4.0.7

Are you able to upgrade to 4.1.1?

Either of these work in 4.1, but not in 4.07. You may have to visit the CSS to fix this in 4.07

border: 0
border: false,
border: '0 0 0 0'
