AJILE (http://ajile.iskitz.com/), the Advanced JavaScript Importing & Loading Extension brings immediate support for load, import, include and namespace to a wide variety of JavaScript-enabled browsers.

Does anyone have any experience with this or dojo.provides() or similar for Ext?

The next releases of ext-basex & ux.ModuleManager are going to provide that type of support. More on that here (http://extjs.com/forum/showthread.php?p=147259#post147259).
