I can't set the margins in a flow-layouted container on Firefox. No issue with IE6. If I compare using Firebug and IE Toolbar, the margin: 15px is present is the style attribute of the div container (id="my-1") on IE6, it is not on FF.
Here is the code :

public void onModuleLoad() {
final Viewport viewport = new Viewport();
ContentPanel formPanel = new ContentPanel();
formPanel.setHeading("My panel");
formPanel.setWidth(350);
formPanel.setHeight(100);
TabPanel tabPanel = new TabPanel();
TabItem tabItem = new TabItem("form");
FlowLayout layout = new FlowLayout();
layout.setMargin(15);
tabItem.setLayout(layout);
tabItem.add(formPanel);
tabPanel.add(tabItem);
viewport.add(tabPanel);
RootPanel.get().add(viewport);
}

Bug still present in beta5 with FF2 and 3.

Note that when I omit the HTML 4.01 Transitional DOCTYPE declaration (passing to Quirks mode), the result is slightly better, but I get a bad bottom margin or padding on Firefox.
