jsdoc-toolkit plugin/template to generate Ext style docs - is it legal?

As I understand things, there is no expected release date for Ext-like doc generation from the Ext team. I totally understand as there are certainly other fish to fry. Myself and a few others are going to be involved with a 24-hour

Yes, seems core team will not publish their documenting tool (though there were a post by Jack that it will happen sometimes). I send a pm to Brian about using this tool in docs for central repo (http://extjs.com/forum/showthread.php?p=209658#post209658) and there was no answer.

Current state of jsdoc2 is very "alpha", so any improvements will be just great.
I can participate in testing, if you need this, please pm me.
