No, Drag and Drop will not be in Ext Core 3.0. It will be in Ext JS 3.0. We took a look at all of the features that most people would need for enhancing a webpage for Ext Core. Drag and Drop and history manager are not in that featureset.

Most people will be using Ext Core on webpages which are not single page applications and have many pages.
