DateField and altFormats is culture specific

The new altFormats config option is culture specific, so i think it should be possible to globally override the formats in the locale*.js files..

It is configurable the same as the normal date format.

Shouldn't altFormats be on the Ext.form.DateField.prototype so you can change it globally (in all ext-lang-*.js files)?
