Resize over a Iframe

I have an iframe inside of a resizable panel, the iframe is normally loaded with a pdf file. If i try and resize the panel down into the iframe the adobe pdf reader pointer etc take over and the panel will not resize anymore. The only way to resize the panel is to move the cursor down a strip on the side of the iframe. Is there any way of moving the cursor to that strip when a embedded object 'attempts' to take control over the mouse?

Does this behavior happen when your iframe has plain (i.e. non-plugin) content in it?

It does the same thing for non-plugin iframes, I have noticed that the Dialog boxes can be moved over the iframe, although the title and border disappear so it should theoretically be possible to resize over the iframe

I have tested in IE as well and the dialog box renders fine over the iframe and the resizing works to some degree (no bar over the iframe, and is sluggish)
