Item positioning problem within a Window (IE7)

There are form items within a window, the window has a vertical scrollbar, and when you scroll down through the window, the form items' positions do not change (seems to be static); however borders of fieldsets scroll up and down normally. (Even items within those fieldsets stays static.) Has anyone ever encountered this problem? (As far as I know, only in IE7)

Well, I changed the layout of the window to "border" and apperantly it solved the problem.
