When you have menu items in your startmenu it shows a scroll bar.
I think the elements marked by the red arrows would normally allow you to scroll through the items.
The scroll bar however interferes with this functionality.

Reproduce by replacing ExtJS/exampled/desktop/sample.js with attached file.
