In which language this "Ext-JS Designer" is made???

I like the Interface of this software very much, can anyone tell me in which language or tool it is made??

My second question is this that is there any way to use these javascript libraries in our desktop applications??? though it is a silly question but for the sake of my knowledge can anyone clears me???
Can we design our desktop application UI using these jQuery and ExtJS???

It is ExtJS on top of ION which is sort of like Adobe Air however made by Ext on top of Qt
