I think there maybe a bug here. I can not add/drop a "Cell Edditing Plugin" onto my tree or anywhere on my form. Is this a bug?

Does anyone have a good example on how to do drag/drop zones using Designer 2? I am tring to move a button from one panel onto a tree panel.
