I don't know if you've figured this out yet but if you look at the code for GridPanel (in ContentPanels.js) it sets the onWindowResize flag to false (which overrides yours).

Keep in mind that if you have nested menu's your functiion in the each method will have to take that into account.
Another approach (AOP style :) ) is to leverage the MenuMgr's register method... -
