Unfortunately there is no comprehensive documentation for the control, so you have to read the code. Let me know if you have some specific questions - I'll do my best to answer on them.
You may use .setValue method to set the stars programmatically.

When I config the plugin with

showClear: false

it still tries to access the button and its "undefined" dom.

I changed line 217 of Ext.ux.touch.Rating.js:

if(e.target == this.clearBtn.dom){

to

if(this.clearBtn && e.target == this.clearBtn.dom){
