[3.x] Ext.locale.Format

Another useful renderer class which properly formats float/integer numbers into localized strings. This is able to import a php localeconv result and transform it into properly formatted strings. Includes a little gizmo that lets you test various settings. Documentation, and demo are included in the attached file. Please post with comments/suggestions.

Note:
The download version contains a php script (locale.php) which reads the locale information from the host sytem, this was made to simplify the demo. The online demo uses locally defined conversion information, since jsfiddle doesn't let me use webservices.
