    1. Setup WAMP
    2. Your www folder (localhost) is c:/wamp/www/
    3. Make a folder ext (c:/wamp/www/ext/)
    4. Pull the ExtJS distribution into c:/wamp/www/ext/
    5. Include in the index.html (or index.php):
    HTML Code:
    <script type="text/javascript" src="ext/adapter/ext/ext-base.js"></script>
    <script type="text/javascript" src="ext/ext-all.js"></script>
    <script type="text/javascript" src="ext/src/locale/ext-lang-<your_country_code>.js"></script>
Start your browser and fire "http://localhost/"
    ExtJS 3.4, WAMP Apache 2.2.17, PHP 5.3.5, MySQL 5.5.8

I downloaded the (OpenSource) ext-4.2 version and it hasn't the "ext-base.js". How can I perform the setup?

You posted in the Ext 3.x support Forum, so you got an answer for a Ext 3.x setup

Ext 4.x does not need a separate adapter, sou you simply remove the ext-base script
The according 4.x setup should then be:

    HTML Code:
    <script type="text/javascript" src="ext/ext-all.js"></script>
    <script type="text/javascript" src="ext/locale/ext-lang-<your_country_code>.js"></script>
