If you're a support subscriber, you have access to the 4.0.5 zip download with all files and doc. If not, you'll have to wait til the public release - 4.1.
I'm pretty sure the new doc will also be part of 4.1 and will continue to work offline as it always has.
The new documentation app will be part of the 4.1 release. If you'd like to generate a local version now you can do so by cloning the git repository at https://github.com/senchalabs/jsduck and following the instructions in the README file.
i figure this out some time later when i posted this thread , the documentation does not say nothing about compile it with jsduck so i have to be searching around and find it
