Licensing confusion

I am new to Ext JS and it looks very exciting, however your licencing seems confusing.

I am aware that if I develop web applications for commercial use then I must buy a licence for Ext JS, is this correct? I am also aware that if I do not buy a licence, I must release the entire application under GPLv3.

However I am planning to use Ext JS for more website development, not necessary application-development. What would this be considered?

I should also mention that websites are either personal, informational or for non-profit organizations.
