Open new window on form submit

I have been trying to figure out how to have my form submit open in a new window. Currently it is opening in the current window and I can't figure out why. I have tried a few options:

1) <form action="www.site.com" target="_blank">

2) handler: function(){
window.open("www.site.com", "_blank"); }

3) <input type="submit" class="Button" value="Submit" onclick="window.open("www.site.com")">

I thought for sure option 1 would be the answer and it works fine in a web browser but when I run it on my app on my iPad all the above options fail to open in a new window. Is there something I am missing?

Not using a ST form?

No, it isn't. It is a panel with the form inside the html, not ideal, but it is a form through a third party system so the html route looked the best.
