some layout related questions

I have two teeny tiny problems.

the first:
I have a couple of toolbar buttons/button group that I'd like to display next to a serie of tabs preferably aligned to the right side of the tabs header, like this:

(that would be the miniature version)

the second:
I also have a view that might overflow. But I'd rather have that you can scroll without seeing the scrollbar in that view. That or drag the icons in the view as a substitute for scrolling. Preferably both. (it's a vertical set of icons.)

I'm wondering what sort of code or configurations or properties might achieve this.
