It's OK you transfer all your weight to other projects but I think it's will be fair to tell the community you are not going to developed this, maybe private user think he can do that like happen in version 3 (After you said you are going to do that no one else think to begin this).
In looking around our bug tracker, many of the RTL items are slated for 4.2. I am unable to comment on this in detail, but I will direct this to someone who can.
