Default New option for Android Native Packager

New option for Android Native Packager

Right now (CMD V3.0.0.141) packaging for Android is rather annoying when you don't have a device connected because the build process doesn't finish and seems to have died (or be hanging around somewhere...). Also it's launching for every build a new ADB process which is not very useful in such a scenario.

So what I'd like to see in CMD is two options for Android build:
    - just build the APK
    - build and install the APK

That sounds reasonable, but I need to pull in our Native Packager expert
