Right now, the legend is always scrollable. This is set in doSetDocked, so it cannot be easily disabled by using scrollable:false in the legend config. This can be undesirable when it's obvious that there will be no need to scroll the legend. It's just messy and distracting when you're trying to click on the legend to toggle series.
