Is there any way that the location of the repo directory could be specified with an Environment Variable?

We put it in C:/Program Files and the operating system was unhappy with users creating temp files under Program Files.

We hacked around it by manually creating the repo directory setting its privileges explicitly, but we were wondering if there was some simpler way.
