Unable to Bild Theme Through Ext Theme Builder

Hi,
i am trying to use spket IDE to build theme for my project but i am not able to use all the steps .

in this page i am not able to use step 4 & 5:
following is the steps on given url (page)

Ext Theme Builder

1.From the menu bar, select File > New > File
2.In the File name field, type ext.theme as the name for the new file. Then click Finish.
3.Click the Browse... button to specify the path to the Ext Resources folder which contains css and images.
4.If you check the Full option, it will generate "ext-all-name.css", otherwise, it will generate "xtheme-name.css".
5.In the effect page, adjust the scale to set the color.
6.Click the Export... button and specify a folder to save the new resources.

Where are these options Available.

The theme builder works for me - have you downloaded the most recent version?
