Built RTL support for 3.0, mostly working

Hi,

We've stopped using ExtJS and switched our projects to another framework for now. I can't track the versions and handle all of the browsers on my spare time, specially when there's no open repo for ExtJS develpoment.

There were some talk with the Sencha team about doing it as an contractor for ExtJS 4.0 but they're stalled and I've stopped getting replies from them (maybe they're adding it on their own, who knows).

Maybe things we'll be in the future, but for now we've switched frameworks, and stopped using (and working on) ExtJS with RTL.
