[FIXED-74] Open project with Cyrillic content inside

Hi,
I have found a bug with saving projects files with Cyrillic labels and titles ....
Actually it saves it fine but it doesn't open it right problem, with encoding.

Please look into it...

I would like to use it but i can't ... it messes up my saved projects

Designer version tested:
Designer 1.004
Operating System:
Linux fedora 12 and WinXP Pro
Description:
Opening previously saved project with Russian characters in it
Steps to reproduce the problem:
Save project with Russian characters and open it again with Ext Designer

I have forgot to mention that i did install last hot fix, which was addressed to fix character encoding on NON-us languages ..... Russian is still not working

I have attached 2 files .... both seem to be saved in UTF-8 , if i open it with gedit it's fine ..

Звонок.xds is generated with Ext designer preview and it's is working fine with it
project.xds is generated with current version

This will be fixed in the next version of the Designer Container. (Not fixable via the over the internet install)
