Ext 4.0 (offline support, local database support)

Is there any current development on Ext 4.0? If so, how would one sign up to receive the alpha/beta?

We are implementing local database support, websockets, and offline support into our current application and would love to see the direction that you guys are heading so once 4.0 is released we won't spend weeks refitting our design to yours.

It's a bit too early in the process right now as things changes quite a bit on a daily basis.
