Hi,

i have a little problem in IE 8 ( v. 8.0.6001.18702 if this means something for someone )

wrc.setTitle(PanelTitle);

everything works great everywhere, but not in IE (8).
the problem is that my east region fills all widht and overlaps center region :(

First thought, is that you've mis-spelt it widht - it should be width. In saying that, as I can't drop your code into a working example, it could be something else.
