Tab scrolling with locked first tab

Does anyone know of an extension (plugin) available which allows for tab scrolling but keeps the first tab always visible (ie - the left scroll icon appears AFTER the first tab).

I have found quite a few instances where it would be nice to always have the first tab visible for easy getting back to it.

I'm looking to achieve something like the following image. Ideally it would be nice to say something like

enableTabScroll: true, // scroll tabs
anchorStartTab: true // true to anchor the first tab and start scrolling region after it as depicted in below image. Defaults to false
