Better to use one nav bar per app or per tab?

Our app currently has a single nav bar at the top and it's used by the entire app. As the app grows and becomes more dynamic it seems that one nav bar per tab makes more sense. Any reasons not to have each tab have it's own nav bar at the top? Probably make each tab contain a navigation panel.

A shared nav bar and everyone and their uncle modifying it is becoming a mess.

If you share a toolbar that means less DOM but showing/hiding or add/remove can also affect performance. I personally go with a shared toolbar but also depends on your app and how much work it would be to get it shared. If a lot of work then performance may degrade.
