REQUIRED INFORMATION

Ext version tested:

Ext 4.2 rev GA
Browser versions tested against:

Chrome
IE9
FF
Safari 4
Description:

Column layout in 4.1 ExtJS allocated space for the vertical scroll bar only when scroll bar is displayed. In 4.2, the space for the vertical scroll is allocated always, regardless if it is needed or not. A good illustration for the problem is official ExtJS Column Layout sample. You can see that there is no space after the last column in http://docs.sencha.com/ext-js/4-1/extjs-build/examples/layout/column.html. But there is a space after the last column in the same 4.2 sample: http://docs.sencha.com/ext-js/4-2/extjs-build/examples/layout/column.html?theme=classic
Steps to reproduce the problem:

Run 4.2 and 4.1 samples side by side and observe the gap after the last column in 4.2: http://docs.sencha.com/ext-js/4-1/extjs-build/examples/layout/column.html. http://docs.sencha.com/ext-js/4-2/extjs-build/examples/layout/column.html?theme=classic
The result that was expected:
Did not expect vertical scroll bar gap to be present.

The result that occurs instead:
Vertical scroll bar gap is present always in 4.2 even if scroll bar is not needed.

Test Case:

http://docs.sencha.com/ext-js/4-1/extjs-build/examples/layout/column.html.
http://docs.sencha.com/ext-js/4-2/extjs-build/examples/layout/column.html?theme=classic
Possible fix:
