REQUIRED INFORMATION

Ext version tested:

Ext 4.2.0

Browser versions tested against:

IE9
Chrome

DOCTYPE tested against:

<!DOCTYPE html>

Description:

An anchor layout reserves some space for a scrollbar even if it is not required.
Setting up "reserveScrollbar: false" explicitly doesn't help.
It is OK with a form layout.

Steps to reproduce the problem:

Just run the sample

The result that was expected:

No space for a scrollbar

The result that occurs instead:

Reserved some space for a scrollbar
