Did you see the Date class API doc?
http://docs.sencha.com/extjs/4.2.0/#!/api/Ext.Date

It has the date parse options in a table at the top including a couple of time zone format options (T or Z).

i am using time zone (T) ,it display Ist only . my code is here,
var dt = new Date();
var fdate=Ext.Date.format(dt, 'm/d/Y g:i:s A T');

I suspect the best path is to do a Date.add() to adjust the time and then append the Timezone manually instead of using the date parse method().
