I have a panel that normally contains charts,grids,, etc. However, if there is no data I just want to splat "no data" across it (the chart/graph/grid is still there but no data in it).

So I tried...
chartContainer.add({
html : 'No Data Available',
floating:true,
autoShow:true
});

This works well until I try to scroll the outer panel and the text doesn't stay with the chartContainer. How can I create this floating component but tie it to move with the chartContainer?

I'm not experiencing the issue, but there's a high likelihood that my test case is an over-simplification of your issue. You can view it here:

If you're still having issues, you may want to try and add a renderTo config to your floating text and render it directly to an element within the panel.
