this is what I did based on that thread and it works...

hpcTextArea.applyTo('http-proxy-configuration-textarea');
layout.beginUpdate();
layout.add('center', new Ext.ContentPanel('center-content-panel', {fitToFrame:true, toolbar: hpcToolbar, resizeEl:'http-proxy-configuration-textarea'}));
layout.add('east', new Ext.ContentPanel('east-content-panel', {fitToFrame:true, autoScroll:true}));
layout.endUpdate();
