Content overflow scrolling

I have q requirement to have a fixed height text container that should scroll up / down when users' mouse is in upper / lower part of the container. I guess scroll should be somehow animated as well (slow speed for example). Anyone know how to do this?

Also no default scrollbars should be visible.
