Question EXT wysiwyg editror is returning some really weird characters

For some reason when user hits apply, thier input string gets returned as something very unusual.

For instance if they type "my headline" and hit preview or the apply button, that text string returns as international letters or something of the sort. please see my screen shot and let me know if you have any ideas as to what might be causing this.
