    Have you tried with ext-all-notheme.css?

    Code:
        <link rel="stylesheet" href="ext-3.3.0/resources/css/ext-all-notheme.css" />
        <link rel="stylesheet" type="text/css" href="ext-3.3.0/resources/css/xtheme-gray.css" />

    Yes, nothing has changed.

    Same problem with default vista-blue theme. Ext renders rows a couple of pixels higher than row headers and I don't know why.

    upd:
    Looks like its browser-specific issue. Firefox and IE7 in strict mode sets row sizes properly, but opera renders rows higher than row headers.

    A bit ugly, but at least it works for me.

    This has been fixed in SVN for 3.3.x.

    Using ext-all-notheme.css will work as well.

    Code:
        <link rel="stylesheet" href="../../resources/css/ext-all-notheme.css" />
        <link rel="stylesheet" href="../../resources/css/xtheme-gray.css" />

    Buy a support subscription or wait until Ext 3.3.1 is released.
