Default Disabled Textarea Scrolling in IE7

I have a textarea that contains some overflowing text. When the field is enabled, the scrollbar is present and usable. When the field is disabled the scrollbar is present, but unusable. This only occurs in IE (7 in my case).

Is there a way to allow scrolling of a disabled textarea in IE?

Is there a solution to this issue? I am encountering the same problem with IE8.

I got desperate and ended up using "readOnly: false".

I decided to do the same thing, then added some CSS to the text area to set the text to appear disabled.
