Default Extending Neptune - border class isn't applied to panel body

    Ext vesion: 4.2.1
    Sencha cmd version: 3.1.2.342

I generated a fresh theme package, "custom-theme," and changed its package.json to extend neptune. When I build and compare custom-theme's example / theme harness (build/example/theme.html) to the stock neptune example, custom-theme doesn't match up 1:1.

Specifically, the ".x-noborder-trbl" class isn't being applied to any panel body. This gives the same 1px border-style that's seen in ext-theme-classic/gray/etc. See below:

Default Now in the form of a question...

Should an extended theme also pick up on the js overrides in
    ext\packages\ext-theme-neptune\overrides
    ?
