Are you sure that the plugin needs Internet connectivity? What does it write to you when you are not connected to the internet?

I don't think the plugin actually needs any internet connectivity. Like above said - What does it say?
It always says, that the plugin needs registering ...
And is your plugin registered? You should be able to see this here http://imgur.com/Cmok1xu
Also what IDE are you using? And version?
I am using WebStorm 2017.1.2 and if I am online I see the registering message to my eMail address on the "other" setting page. If I am offline, there is no message printed there. Therefore the plugin registers itself each time WebStorm is starting.
I've opened a service ticket to Sencha about this.

PS.: I work under Linux/64 Bits
I have 2017.1.1 under Windows 8 and I don't have such problem. When I am offline and I start WebStorm the plugin is still registered. I don't think the plugin can register itself on each start the WebStorm is starting because it doesn't store the password information anywhere. It stores the user.license file which is loaded on each start. You could try to remove the license file and register the plugin again.
The user.license file should be locate somewhere here:
~/.local/share/Sencha/
or
~/.local/data/share/Sencha/
In the folder with name JBPlugin
