I make second project. copy js, scss files to new project. app.json and other also copy.

next step is build production of first and second project.

This tells you nothing. Take a look at https://docs.sencha.com/extjs/6.6.0/...cfg-scrollable
If you set scrollable to 'x' in one project and to 'y' in other you will have same byte size but the outcome will be completely different.

If you checking this in two different browsers, then in the latest Chrome browser, scrollbars are missing. Mouse drag events are enabled instead of the scroll in Desktops. Not sure why Extjs is rendering the application as if it is used in a touchscreen device. This is with the latest chrome update

Let's see...you didn't state an EXTJS version. You didn't state "classic" or "modern". You didn't provide a code snippet. And you provided this into a Community Discussion and not the Help forum. If you never get an answer then don't be surprised.

Is this documented elsewhere in a bug report or forum thread? I am now running into the same issue after updating our classic application to 6.5.2. I can open dev tools and emulate touch to swipe the gridpanel and scroll it, but the scrollbar is visually missing and the scrollwheel doesn't have any effect, in either Chrome 70 or Firefox Quantum 63.

Edit -- sorry, 6.5.2 was the broken version, not 6.6.0. It appears to be fixed in 6.5.3.
